I didn't change anything, it says .NET Framework version=4.0

I have no idea, I guess one would sure be suspicious. I didnt't try to debug the program to see what the error is. I also have not used the W7 VM with VS2010 to develop for W8, I do that in W8 with VS2012.
You might try requesting support from VMWare.
