Is there anyway to delegate roles in vsphere ESXi, my boss will be  admin (administrator in Vcenter) and he want to create some sub-admin  accounts (like reseller in hosting) for our sale team, each man has 1  account for actively initialize vm for customer

There are pre-defined roles available in the vCenter (Home-Administration-Roles) you could use one of the roles to assign permission on the VM. If not create a custom role with the required Privilege and the assign the domain users with required rights

Basically, i often login each vmware ESXi by root account and create  Privilege, Create Group. create User and finally add permission. But now  in VCenter, we have no idea for this

You can use AD users/groups to assign permission on the required objects
