I thought the Securable app was the trick until I read it can't fully detect if it's truely enabled on 64bit Windows. (post above mine)

In Windows 8 you have to right click, properties, compatiblity mode, Windows 7

I then confirmed my new Mac Mini (late 2012) i7 machine has VT and it's enabled!
