Where to config email recipients for alarms, DRS advice, etc

With V5 vCenter and ESXi, where in the configuration do I designate what email addresses should receive alerts, alarms, DRS recommendations etc?

Can I set default recipients at the vCenter level?  ie a DRS recommendation for any cluster managed by this vCenter goes to this list of email addresses?
