VMware products only provide the virtual platform to install operating systems. In order to install them, you either need to have the installation media, backups to restore or already existing virtual machines/appliances.

What you may try to do is to create a new VM with the size of the original HDD and restore the backup within this guest by booting e.g. off a recovery CD/ISO. However, even if you are able to restore the system, don't expect to be able to activate your Windows copy. With the OS only provided on the original disk, I assume this is an OEM version which will only work on the vendor's (HP's) hardware and not within a virtual machine.
